Appreciate giving us detailed information about the issue you're facing.

I'd like to let you know that by default all apps but one (and in some cases, two) will be on the app standby mode list. The app that is certain to be on the list is Google Play services, because you cannot add it to the list.

To see all the apps on the list,

Go to settings > Battery > tap the menu button (three vertical dots in the upper-right corner) > tap battery optimization > tap the "Not Optimized" drop-down and select all apps

To resolve the issue you're experiencing, you can give these steps a try : Force the Play Store to stop, and then clear data for the Google Play Store application (Go to settings Settings > apps > Google Play Store > force stop then clear data).

Clear cache for Google Play Services (Go to settings > apps or application manager > Google Play Services > clear cache > ok).

Clear data for Google Play Services (Go to settings > apps or application manager > Google Play Services > manage space > clear all data > ok).

Clear data for Google Services Framework (Go to settings > apps or application manager > under all, select Google Services Framework > clear data > ok).

Reset app preferences (Go to settings and then tap on Apps > tap the menu key (with 3 dots at the top right) on your android device. This will bring a pop up box with the Reset App Preferences option which should be selected. Tap on reset Apps option.

Remove your Google Account: Open your device's settings app. Under "Accounts," touch Google and then the account you want to remove. Touch the menu icon in the top right corner of the screen. Touch remove account. Restart your device.

Add your Google Account: Open your device's Settings app. Under "Accounts," touch add account > Google . Follow the instructions to add your account.
